Detailed Narrative Description of Project:
This project entailed external monitoring and evaluation of the Resettlement Action Plan (RAP) implementation under the Matarbari Port Development Project. It included ensuring compliance with URAP policies, monitoring the socio-economic impact on Project Affected Persons (PAPs), and evaluating resettlement outcomes to secure sustainable livelihoods for PAPs.
Detailed Description of Actual Services to be Provided by our Staff:
- Review and verify the progress of land acquisition and resettlement implementation to ensure compliance with project objectives.
- Provide a summary assessment of whether involuntary resettlement was implemented in accordance with the URAP and stated policies.
- Verify expenditure and adequacy of budget allocated for resettlement activities and identified any gaps.
- Describe outstanding actions required to align resettlement activities with URAP policies and guidelines.
- Documentation of lessons learned to support the development of improved resettlement policies and institutional frameworks.
- Identify, quantify, and qualify types of conflicts and grievances reported and assessed the resolution process.
- Evaluate the strengths and weaknesses of the land acquisition/resettlement objectives, strategies, and implementation approaches.
- Identify various impact categories and assessed the quality and timeliness of delivering entitlements, including compensation and rehabilitation measures.
- Review internal monitoring reports and conducted field-level sampling verification to validate claims and assess whether objectives of land acquisition and resettlement had been achieved.
- Monitor and evaluate the adequacy and effectiveness of the consultative process with PAPs, focusing on vulnerable groups and grievance redress mechanisms.
