Detailed Narrative Description of Project:
The project focuses on preparing a Resettlement Action Plan (RAP) for the Matarbari Port Development Project (Phase 2). It includes conducting socioeconomic surveys, public consultations, and inventory of losses for affected households. The plan aligns with the ARIPA 2017 and JICA Guidelines for Environmental and Social Considerations (2022).
Detailed Description of Actual Services Provided by our Staff:
- Conduct consultation meetings with stakeholders at identified hotspots, covering all categories of people, to disseminate project information and establish the cut-off date for non-titled Project Affected Persons (PAPs).
- Perform Census, Socio-Economic Surveys (SES), and Inventory of Losses (IoL) for affected households and properties, irrespective of title to the land.
- Facilitate focus group discussions (FGDs) with various occupational groups, including female-headed and vulnerable households.
- Conduct property valuation surveys for affected land, structures, trees, crops, and fish stock.
- Carry out a need assessment survey for vulnerable PAPs to design a livelihood restoration program within the RAP.
- Complet a land replacement cost study for the project area to prepare the land acquisition and top-up budget.
- Draft the RAP in alignment with ARIPA 2017 and JICA Environmental Guidelines 2022.
- Manage the disclosure of the draft RAP policy to stakeholders and incorporate their opinions and comments into the final RAP.
- Prepared and submitted the final RAP, including all requisite annexes and documentation.
